Repair Oil Water Interceptor, Apron Paving, and Grading

CEDARVILLE Engineering Group, LLC. (CEG) was contracted by the United States Army Corps of Engineers (USACE) for a design-build project to replace a manual oil water interceptor located at the 99th Regional Support Command, Area Maintenance Support Activity #120 maintenance facility in Wilkes Barre, Pennsylvania. Work also included installation of concrete apron with new grading and integral trench drain to divert stormwater from vehicle maintenance bay drains, regrading of the MEP lot adjacent to new concrete apron at the rear of AMSA to eliminate standing stormwater, and site surveying activities.

The new stormwater features and site grading were completed in order to mitigate an existing issue with stormwater ponding occurring near the northeast corner of the U.S. Army 99th’s PA179 Wilkes-Barre Reserve Center building. CEG will install an estimated 258 Linear Feet (LF) of reinforced concrete pipe, an inlet connected to a trench drain and roof drains, an energy dissipating outlet structure. An 18’x10’x2’ bed with a 2’x2’ yard drain buried two feet deep was proposed to manage the increase in stormwater runoff resulting from the new impervious surface associated with the new apron.

The existing Manual Oil Interceptor (MOI) inside the maintenance facility was replaced to meet a requirement for accepting a maximum flow rate of 35 gallons per minute. The basis of design as specified by USACE was a Highland Tank MOI 35-SO.

Design for the alignment and configuration of the site improvements were based on minimizing disturbance to the existing site. Concrete aprons are located adjacent to the respective garage openings and match

CEG performed topographic survey and prepared an existing conditions plan of the project limits that was utlized for the design and drawings. The coordinate system and projection of the existing condition data is WGS84. The elevation datum of the existing condition data is NAVD88 (U.S. Survey Feet). The computer-aided drafting and design (CADD) program used for the drawings utilized Bentley PowerSurvey V8i and topographic data. All drawings adhere to the USACE CAD standards.

CEG provided all civil design for this project and prepared the Project Quality Control Plan, Project Accident Prevention Plan, and Progress Payment Submissions, including:
