Stormwater Infrastructure Inventory and Assessment, City of Coatesville, Chester County, PA

CEDARVILLE Engineering Group, LLC (CEG) assisted the City of Coatesville with a grant application from the Pennsylvania Department of Community and Economic Development through the Early Intervention Program (EIP). The grant from the EIP provided funds for the City to develop an inventory of municipal infrastructure assets, focused specifically on Public Works. Infrastructure assets were located and condition assessed. The information was incorporated into an asset management program tracking the age and condition of these facilities.

CEG construction inspectors and MS4 specialists located and digitized 830 stormwater structures throughout the entirety of the City of Coatesville. For each structure, the following information was collected: ownership (City, PADOT, Private), type of structure (Inlet, Manhole, Riser, etc.), dimensions of each structure (if accessible), and condition of each structure.

The information was then incorporated into a GIS that generated detailed maps throughout the City. For each stormwater structure, the CEG team identified the connections between each structure to an stormwater outfall. Understanding the connections between stormwater structures is important to both Public Works as well as Emergency Services when there are spills or fires in the City; actions can then be taken to prevent contaminants from reaching the West Branch Brandywine Creek.

This infrastructure asset management program is being used for the planning and budgeting of repairs, replacements, and capital improvements in the City. The Program creates a comprehensive view of the City’s infrastructure and allow for proper budgeting for repairs/replacements of stormwater infrastructure.
