Green Infrastructure Provides a Solution for a Township Struggling with Stormwater Issues

Culbertson Run Green Infrastructure - East Brandywine Township

CEDARVILLE Engineering Group, LLC (CEG) conducted a stormwater management study for a Township-owned roadway within the Culbertson Run Development of East Brandywine Township. The goal of the study was to provide the Township with several alternatives and associated costs to effectively improve the existing stormwater management along Hawthorne Drive, alleviating public concerns. The project was designed to minimize impact to private property, existing landscaping and mature street trees valued by the community.

Emphasis was placed on Green Stormwater Infrastructure (GSI) practices while considering all environmental and socio-economic factors. To assess potential management strategies, a multi-faceted approach was utilized to identify comprehensive solutions to the ongoing stormwater runoff problems in the community and simultaneously reduce sediment pollution to the downstream receiving impaired stream, Culbertson Run. This water quality benefit helped the Township to meet their sediment reduction obligations as part of their NPDES MS4 Permit Pollutant Reduction Plan (PRP).

The study includes a topographic analysis and survey, land cover quantification, existing conditions evaluation, soil investigation, engineering analysis, tree health assessment, and a resident survey, which ultimately contribute to a comprehensive stormwater management plan utilizing Best Management Practices (BMPs). The project involved the utilization of Geographic Information Systems (GIS) to delineate and quantify sub-basins and impervious coverage in conjunction with stormwater modeling.

Infiltration/underground storage basins, vegetated swales, and structural improvements were designed within the road right-of-way in select locations to minimize street tree removal. Utility coordination was required with all major utilities throughout the design process and conflicts encountered resolved.

On behalf of East Brandywine Township, CEG applied for and obtained a Pennsylvania Department of Environmental Protection (PA DEP) Growing Greener Plus Grant in the amount of $246,021 in January 2019 for the construction of the project.

Construction of the improvements commenced in Spring 2020 and were substantially complete as of Fall 2020.
